The Passages is a one-million-square-foot mixed-use community proposed by Rize Alliance Properties at 10138 Whalley Boulevard in Surrey City Centre, roughly two blocks from Surrey Central SkyTrain Station and Central City Shopping Centre. The site fills a large block on Whalley Boulevard between 101 and 102 Avenue, within walking distance of SFU Surrey, the Surrey civic plaza, Holland Park and the King George Boulevard retail strip. This is as central as a Surrey presale gets. The master plan, designed by London-based Alison Brooks Architecture with landscape by PWL Partnership, arranges five towers and one mid-rise building around a two-acre central piazza and four landscaped courtyards, with about 70,000 square feet of publicly accessible outdoor space and pedestrian passages cutting through the block. The plan includes 1,126 homes: 954 market condominiums and 172 market rental homes, with roughly 40% of homes designed as family-sized two- and three-bedroom layouts. Community amenities exceed 33,000 square feet indoors, plus a 4,400-square-foot daycare, a basketball court, community gardens and about 18,000 square feet of commercial space for cafes and shops. The Passages is in the pre-launch stage. Rize has not released pricing, unit sizes, deposit terms, phasing or completion dates, and the first tower has not gone to market. Registration is open on the developer's site. Given its scale and transit access, The Passages will draw investors who want a concrete tower steps from the Expo Line, and families who want a two- or three-bedroom in the downtown core with an onsite daycare. Because nothing is priced, the right move is to register now and evaluate the first release against Piano, Sequoia and other City Centre towers when the disclosure statement is filed.
