Yes, a BC first-time buyer can fund a presale with both the FHSA and the RRSP Home Buyers' Plan — up to $100,000 each ($200,000 for a couple) — but the money only works if you time withdrawals around your deposit schedule, not your completion date.

Most first-time buyers treat the FHSA and HBP as one lump of "down payment money." On a presale it is two different clocks: the developer's deposit schedule runs in months, and the government rules run on specific dates. Get the order wrong and you either miss a tax refund or lock yourself into a deadline the building cannot meet.

The HBP has a 90-day rule: RRSP money contributed in the 89 days before withdrawal can lose its deduction. Contribute early.

The two clocks: deposits vs. deadlines

A qualifying FHSA withdrawal needs a signed purchase agreement first, and the home must be bought or built within a CRA deadline tied to October 1 of the year after the withdrawal. The HBP uses a similar October 1 deadline. A presale signed today may not complete for 2 to 4 years, so which withdrawal you make, and when, matters.

Timing trap: Pulling FHSA or HBP money at signing to cover the first deposit can start a deadline your completion date cannot meet. Confirm your building's estimated completion against the rule with your accountant before you withdraw.

Worked example: a $700,000 Surrey 1-bed + den

Couple, savings stack

FHSA: $16,000 each this year (this year's $8,000 plus carried-forward room). At an illustrative 30% marginal rate, that is about $4,800 back per person, so roughly $9,600 combined, which can fund the next deposit.

Cash needed

A typical 20% deposit is $140,000. Many Fraser Valley builds use 5% at signing and the rest over 12 to 18 months, so the early deposits come from cash and refunds; FHSA/HBP is best aimed at the later deposits and the completion down payment.

Ceiling for a couple, fully stacked: 2 x ($40,000 FHSA + $60,000 HBP) = $200,000 before any other savings.

The sequence that works

1) Open the FHSA now, even with $1, to start carry-forward. 2) Contribute early in the tax year to claim the deduction. 3) Put the refund toward the next deposit. 4) Contribute to the RRSP 90+ days before any HBP withdrawal. 5) Match withdrawal dates to a signed agreement and your completion date, not the day you sign.
