Can I buy a presale in BC on a work permit, or from outside Canada?

By Uzair Muhammad, REALTOR®, Real Broker BC

Quick answer

Citizens and permanent residents can buy. Work permit holders can usually buy one home if they have at least 183 days left on their permit. Canada's ban on non-Canadians buying residential property is set to expire on January 1, 2027. As of October 2026, Ottawa hadn't announced whether it will extend or replace it, so check the status before signing.

Who the ban covers

The federal Prohibition on the Purchase of Residential Property by Non-Canadians Act covers buildings with 3 or fewer units, including condos and townhomes, in census metropolitan areas and agglomerations such as Metro Vancouver and the Fraser Valley.

Exemptions for temporary residents

Work permit holders: at least 183 days left on the permit at purchase, and no other residential property bought in Canada while the ban is in effect.

International students: strict conditions, including 5 years of tax filing and presence, and a $500,000 price limit.

Refugees and protected persons are also exempt.

What happens on January 1, 2027

The ban was extended to January 1, 2027. In October 2026 the federal government said it was still looking at its options, and economists were split between letting it expire and allowing purchases of new homes only.

BC also charges extra property transfer tax and Speculation and Vacancy Tax rates to foreign buyers. Confirm the current rates with your lawyer.
